Jenkins said she toured Mendota Creek at the invitation of Dominium, owner, because she has done a lot of work in low-income and tax credit housing and was interested in getting a firsthand look at the programs. Dominium bought the former Osage Trails Apartments in 2008 and spent $3.3 million in a rehabilitation project.
